It matters because federal rules only guarantee water at certain times, so what happens the rest of the day depends on each individual school’s choices.

What Are Schools Legally Required to Provide?
Schools in two federal meal programs must provide free water at specific times, not all day long.

- Myth: If there’s a water problem, the school has no options until pipes are replaced. Reality: schools can test water quality, maintain a written response plan, and provide temporary alternatives, such as filtration or bottled water, while a plumbing issue is being fixed.
- Myth: Letting kids carry water bottles is just a comfort perk. Reality: It’s one of several strategies CDC lists for increasing access, alongside maintaining fountains and adding hydration stations — a complement to a working, clean water source, not a substitute for one.

Does Drinking Water at School Actually Help Students Learn?
CDC links water access to less sugar-sweetened drink consumption, better hydration, and cognitive function that may improve when students stay hydrated — with real limits on what that evidence supports.
That’s a “may,” not a guarantee. It’s a population-level pattern from research studies, not a promise about any individual student’s grades or focus on a given day. CDC also notes that fluoridated drinking water helps prevent cavities — a statement about community water fluoridation in general, not a claim that school fountains alone determine a child’s dental health.
On safety, EPA’s role is to set and enforce standards for public water systems under the Safe Drinking Water Act, with states or tribes generally handling day-to-day enforcement. Families can ask their local water supplier for a Consumer Confidence Report, which lists detected contaminants and whether the system meets state and EPA standards. That report describes the community water system feeding the building — it doesn’t test the specific plumbing inside a school, which is why in-building testing is a separate, useful step. Neither CDC nor EPA can tell you whether one specific school’s water is safe today; that answer comes from local testing and the school’s own facilities records.
How Do Schools Build a Water Access Plan?
CDC’s own toolkit for schools breaks the work into four stages, moving from assessment to action to follow-up.
- Conduct a needs assessment. The school reviews current policies, water-testing history, access points, and students’ and staff’s views on them.
- Develop a plan. Findings become specific priorities, with goals attached to each.
- Put the plan into action. The school implements the chosen changes, whether that’s fixing fountains, adding hydration stations, or updating the water bottle policy.
- Evaluate progress. The school checks whether the plan worked and revises it if it didn’t.
You don’t need to run this process yourself as a parent or staff member — but knowing it exists gives you a specific, reasonable question to ask: “Where is the school in this process, and who owns it?”

Use these five questions as a starting point with a teacher, school nurse, or facilities contact. Write down the answers and the date, so a follow-up has a paper trail.
- Where can my child get water during the day? Ask about fountains, refill stations, and whether water bottles are allowed in class.
- When was the water last tested for lead, and where can I see the results? Ask if testing covered the specific fountains or fixtures your child uses, not just the building’s main line.
- Is there a written plan in place if a water source is found to be unsafe? Ask what the backup is — bottled water, a different fountain, a filtration unit — and how families would be notified.
- Who do I contact if a fountain is broken or looks unclean? Get a name or role, not just “the office,” so a report has an owner.
- How is water access handled for recess, sports, or field trips? Ask whether access outside the cafeteria is guaranteed or depends on staff discretion that day.
